The Fels Institute of Government was honored to host Congressman Jamie Raskin, representing Maryland’s 8th Congressional District in the US House of Representatives, to the Public Policy in Practice speaker series on September 25, 2024. A notable figure in Congress, Representative Raskin is the ranking member of the House Committee on Oversight and Accountability and was the lead impeachment manager for former president Donald Trump’s second impeachment trial. Representative Raskin is also a constitutional scholar, a long-standing professor at American University, and an acclaimed author.
In a conversation led by Fels Distinguished Fellow Elizabeth Vale, the discussion explored Representative Raskin’s view that “democracy is always an unfinished project.” He explained that our political system requires active participation and a continued commitment to aligning power to the needs and voices of the American people. Regarding democratic self-government, he emphasized, “Voting is the necessary instrument by which we decide… but you've got to believe in facts.” Further noting, “There's no democracy without facts because who won the election is a fact itself.”
Representative Raskin also shared his insights on current policy challenges, including election integrity, the electoral college system, gun violence, and ethical standards for the Supreme Court. Addressing Fels students directly, Representative Raskin shared advice for aspiring leaders in an ever-increasingly polarized public sector. He highlighted the importance of building relationships, particularly across the aisle, and leading with empathy and even a sense of humor.
