The Fels Institute of Government at the University of Pennsylvania is thrilled to announce a new partnership with the City of Philadelphia through The Mayor’s Return to Learning Partnership. Full-time City employees are now eligible for a 25% tuition reduction to enroll in the Master of Public Administration (MPA) or Executive Master of Public Administration (EMPA) programs.
“We’re proud to collaborate with the City to ensure our dedicated public servants have the training and tools needed to deepen their impact and address the most pressing needs of our community,” said Mindy Zacharjasz, director of the MPA program at Fels. “This new initiative reflects Fels' longstanding commitment to Philadelphia, supporting local public sector leaders as they continue their education and build skills benefiting the future of the City.”
About the Fels MPA and EMPA Programs
- Master of Public Administration (MPA): The on-campus program delivers the analytical tools, real-world experience, and valuable connections needed to advance students’ careers in the public sector.
- Executive Master of Public Administration (EMPA): This hybrid program for experienced professionals combines an innovative online learning platform with monthly on-site intensive sessions to strengthen leadership and analytical skills.
Applications for the MPA and EMPA programs are now open for fall 2025 entry.
