Samantha Porter is the Community Engagement Advisor and Outreach Manager at the Federal Reserve Bank of Philadelphia in the Community Development and Regional Outreach Division of Public Affairs. Prior to joining the Federal Reserve, she spent three years working in the administration of Mayor Jim Kenney. In 2017, Porter served as Director of Place Based Initiatives for the West Philadelphia Promise Zone and Choice Neighborhoods Initiatives. She joined the Mayor’s policy office in 2019 as the Deputy Director for Policy and Strategic Initiatives. Porter previously worked in the New York City office of ICF, a global consulting and technology services provider to commercial and government clients. Her role at ICF built upon her experience as a program manager in the Sandy Recovery Division of the New Jersey Department of Community Affairs, where she led the design and implementation of a $40 million program to rebuild low to moderate income housing. Porter also managed and directed the Sandy Housing Counseling Program. The first 10 years of her career were spent at Thomas Jefferson University in federal grants management. Porter is a 2004 magna cum laude graduate of Temple University, where she majored in German and political science. Porter earned a Master of Public Administration degree from the Fels Institute of Government at the University of Pennsylvania in 2012.
